Houston had a major issue with hurricane Ike this last month and surprisingly it had little effect on electric rates. A lot of oil and gas infrastructure was shut down but nothing was destroyed. This still usually has a negative impact on the price of electricity but because oil and natural gas is being swayed by several other factors in the trading commodities market the electric rates did not spike up.
Electric rates in Houston have come down way below their highs this summer when rates were at historical all time highs. That price spike in the summer was related to natural gas prices rising in the commodities sector beyond any level they have seen before. This had about a 90% correlation with the price of electricity. To complicate matters Houston residential electric rates were higher then usualy because several providers had bought electricity on the MCPE ERCOT market and could not meet their financial responsibilities. These electric companies also had no hedging in place so if an electric customer in Houston was on a variable electric rate they may have seen their rate tripple during this time.

If you are confused about electric rates in Dallas and surrounding Oncor utility area we have a great comparison chart below comparing mostly fixed rates with several different electric providers. These electric rates are residential rates. There are a few variable rates in the mix because those companies only offered a variable electric rate so we listed their only option. The rates are designated as to whether they are a fixed electric rate or a variable rate. I recommend to avoid signing up on a variable rate because the month after you sign up on that rate plan the electric rate could do just about anything. A variable electric rate has taken many residential customers by surprise this summer when rates trippled in price. A fixed electric rate is a much safer way to lock into an energy rate because you know exactly what price you will pay the entire term of your contract.

These rates are updated as of October 2 2008. Because residential electric rates change every few weeks these rates will be a little higher or lower as the month continues. This comparison chart will serve as a good indicative comparison of where residential electric rates are at for the month of October 2008. By signing up for electric service online you keep the electric companies costs low for aquiring a new customer and they reward you by giving you a slight discount then if you were to call and speak to a customer service rep over the phone. When you call an electric provider on the phone they expect to close about 70 % of those customers who call in. Because of this most providers will try to sell you a higher electric rate then is available via online discount offers.

Spark Energy is currently advertising several different electric rates at a mid price range in comparison to some of the other competitive Texas electric providers. They currently have a 12 month rate at 11.9 cents kWh with no monthly service charge. This is an ok electric rate although Startex Power has lowered their 12 month term rates below Spark Energy’s prices. Startex Power has a slightly better 12 month rate for 11.7 cents kWh with no monthly service charge. This rate with Startex is a promotional rate and can be found here.

Startex has the best overall electric rate at 11.3 cents kWh in the Dallas area with no monthly service fee. As of Feb 23 2009 Startex Power offers the cheapest available electric rate in Dallas and Houston. Champion Energy used to be the best electric rate among the low cost electric providers offering promotional discount offers but as of February 2009 Startex Power is offering the best rate. Those With No Credit History Or Bad Credit
If you are worried the electric company may try and ask for a deposit we have some suggestions on getting by with the cheapest deposit requirement. We have seen that Bounce Energy generally has the cheapest deposit requirement if you have been hit with this request before and also offers a guaranteed no deposit option called the No Deposit and Low Deposit Choices. As an example of a provider that usually needs a deposit based on credit score, Champion usually asks for $200 – $250 deposit if they don’t like your credit. Other electric providers want even more if you do not meet their credit standards. You may see this as a lot but TXU and Reliant mant times ask for a lot more than what Champion requires. Spark Energy used to waive the deposit amount if you sign up for auto bill pay by credit card or bank account but they have ended this practice. If Spark needs a deposit it may be for around $400 – $500 depending on what they think of your credit history. Startex Power is somewhere in the middle as far as what they come back asking for in regards to a deposit. The best thing you could do is try Bounce Energy and sign up on their “Fresh Start Plan” guaranteed no deposit. At one time you had to try several providers and pick the lowest deposit you could handle and build up that year of utility bills paid in full before you could get away with not needing to pay an electric company a deposit. Spark has changed their focus from Retail Texas Electricity sales to Natural Gas sales in the North East United States. They have been a great company to work with, and have shown high ethical standards, low rates, and fair business practices but do not seem to be actively seeking customers in the Texas Electric market. Although we are unsure as to how long it will be before they realign their efforts and aggressively pursue gaining market share in Texas, We look forward to working with them in the future. Spark Energy has raised their electric rate quite a bit higher then several other electric providers in Texas and no longer offers the most competitive electric rates they once did. Because of this we would like to suggest for those looking at potentially signing up on a Spark residential electric rate to go with a more competitive provider. Their electric rate continues to be one of the lowest electric rates with pretty fare terms and agreements when comparing with some of the other discount electric providers in Texas. For instance, as of 9-12-2007 they have a 12 month rate at 10.7 cents kWh but if you add the $6.95 monthly customer charge you will be paying a rate of about 11.4 cents kWh cents. Because there is a $6.95 cent monthly base charge this would actually make the rate a little higher then Spark as they do not charge a monthly customer charge. Spark has provided several different management styles during its history in Texas starting in 2002. They are a new company but are very helpful in that they offer several different electricity pricing options and many terms to choose from. They have recently gotten into the Natural Gas market and sell natural gas in several states. Being in the natural gas market has helped them in becoming better at energy trading and keeping electric prices low. In Texas Natural Gas has a strong correlating relationship with the electricity being sold here. Spark Energy has continued to price under almost all the electric providers in Texas the last few months in comparison with other daily energy price matrixes that are sent out. Occasionally other electric providers will beat them on certain terms but they have done very well in their pricing. There is the possibility that they have an energy trading policy that is too relaxed and this could get them into trouble. This is just speculation and we have no way of knowing this. Even if this were the case it would benefit a Texas business to take advantage of their low energy pricing.

Cirro Energy, Customer Confusion Over Variable Electric Rate

Power To Choose had Cirro Energy listed on their website with a Residential Electricity Rate for 12 months at 12.3 cents\kwh back in June of 2007. This tied with Spark Energy who also had a 12.3 cents per kwh energy rate. After looking closer I noticed that you can only qualify for the 12.3 cents\kwh rate with Cirro if you are using more then 500 kwh a month in electricity. Since then Cirro Energy was advertising only a variable 12 month rate on Power to Choose but would show it as a 12 month term. Mind you I had multiple people call me to complain about Cirro because they thought they had signed up for a 12 month fixed rate not noticing they were being locked into a rate that can change at will by Cirro Energy for any reason the energy company decides. I received enough of these calls to realize that most people who signed up with Cirro seemed to be under the impression that their electric rate was locked in for 12 months.

Another bad aspect to the Cirro Energy residential electricity rate was the early termination penalty. Back in June of 2007 they would charge an electric customer 1 months average electricity bill if you were to cancel. This could be $200 – $500 for some residential customers who use a lot of energy. On a more positive note an apartment customer might only have to pay $50 – $75 to cancel since they do not use as much energy. Since June of 2007 Cirro’s early termination penalty is more in line with other electric providers. They now offer both a fixed rate and a variable electric rate.
In comparison to Cirro Energy, Startex Power has a competitive electric rate worth looking at. They have standard fixed rate terms without monthly service charges. Another electric rate plan that is good for those looking for a guaranteed no deposit plan is with Bounce Energy. The electric rate is not dependent upon the amount of electricity used unless you are using under 500 kWh a month. Most people do not use under that but if you do there is a $4.95 monthly fee.
Cirro Energy has announced as of August 2008 that they are being bought out by a large electric company named Dominion Retail with over 1.7 million residential and commercial electric service customers throughout the USA. My guess is that the churn rate of electric service customers has been increasing and electric companies like Cirro are looking to sell out. After reaching critical mass it actually does make sense to sell out. I wonder if this sell out is foreshadowing what is to come in the Texas retail electricity market?
Remember telecom long distance deregulation? AT&T, MCI, and Sprint. The market became pretty thin and volume ended up making or breaking these companies. Once the companies got too big and their customers started jumping ship to the next best provider they couldn’t justify the size of their companies infrastructure any longer. These companies began losing money and selling off and downsizing.
